According to the folks at alt.autos.volvo this is one of the biggest causes of "no start" in 240 Volvos with LH injection.
I pulled the fuse on a whim and lo and behold there was corrosion on the tabs, not bad enough to stop the car but better safe than sorry.   I used a piece of 320 wet or dry sandpaper on the fuse contacts then inserted and pulled the fuse out several times to clean the contacts in the fuse holder.  Should hold another year.
